I've been holding off on giving my opinion on this because I wanted to take some time to analyze your behavior and make a more informed opinion. Here is what I've come up with:
I personally think you would be a good fit for moderator. As a moderator, I think people will look to you more for guidance as far as the rules go, and I believe you have a good grasp of the rules. We have clashed a small bit as far as specifics/grey areas, but that will happen regardless of which two members it is and thus is why we have the staff team as a whole; to help each other, as well as keeping each other in check. I think you are trustworthy as far as making bans, as well as being there to help new staff.
There were two things that I have noticed in my time that I would consider as negatives towards your application:
1. You tend to RDM a bit more than I would prefer in a moderator. Things like propkilling, comedic random damage, etc. This isn't an excessive issue, but just slightly over the line of what I'd see in a mod.
2. I have seen cases where you can get a bit heated when dealing with situations. Like the previous issue, this isn't an excessive issue but just ever so slightly going over the line of what I'd expect in a mod. These cases aren't bad, and are nowhere near the status of "crashout". However in the future, I'd like to see you approach situations with just a bit more of a slightly leveled head.
Those previous issues are not ones that I would say could/should hold you back from moderator, rather just things to work on. I think if I were to take a look at every staff member I could nitpick some situations where they could have handled them better, or behaviors that are not the most attractive as a staff member. That's fine though, we are all human and we aren't going to handle every single situation with grace. Overall though, I think your actions/behavior are worthy enough of a mod rank.

BG has done so much for the dinks community the last year or so and continues to be an amazing person on the server. He handles so many requests and many times goes to spectate so he can allow others to play the game while he handles requests when he's the only staff on. I only have great experiences when he is playing. I really hope he gets Mod this time around and can vouch for him. I believe he will be admin on this server someday.

I think the community can agree with me when I say that you're a keystone regular on the server and I admire how approachable you are with everyone. You know how to have a good laugh and not take the game too seriously.
Even though you can get on my nerves from time to time, I know you mean well. I want to offer valid criticism because I know you have the potential to grow.
- The RDMing/rule breaking stuff: I am guilty of RDMing friends on the server occasionally, but it gets annoying to be on the receiving end way more often. You've been better recently, but you moved on to Tbaiting and shooting next to people. Again, it's fine sparingly, but it seems like nearly every time you get the innocent role you feel the need to place a crosshair on someone and agitate them. I often hear you tell people "you should know better you are staff/donor/etc." while you do the same thing. I get it's all jokes, but it's just way too often. Just play the game man! If you're bored, take a break.
- General knowledge of rules and game mechanics: Many months ago you killed me for falling off Crummy Cradle and landing on a sloped edge because you thought it was iron boots. A month or so ago you killed me for shotgun jumping onto a lamp on Casino because you thought I grapple hooked up there. On that same map you killed me for standing on the windowsill because I was "exploiting". These are just a few examples, but I can think back to a dozen scenarios with you where I'm facepalming thinking "okay, if you're going to staff a TTT server you should DEFINITELY know this". This comes with time, but I don't think you should be making a lot of the calls you're making if you don't have much experience with gmod or the source engine in general.
- Responsiveness: If you're too stoned, play on an alt or just at least communicate with people that are reporting things to you when on the server. A few days ago, a group of 3-4 hackers were on the server and it was just you and a Trusted. I let you know about the hackers and gave up a map's worth of rounds gathering clips. You didn't attempt to try to watch them as you were playing out most of your rounds partially afk in the detective room on Eclipse. The group started saying weird shit in chat, which you eventually responded to, but man it just felt so slow for an easy obvious troll group disrupting the entire server for a map or two. When someone you trust reports something like this in admin chat, take the initiative, watch them, 0 karma ban all four people, post to the staff chat for permas, bam, done. This also ties with #2 above because I think staff should have some sort of spidey-sense when a hacker is on, but it doesn't seem to catch your attention as quickly as most.
- Behavior: I'm NOT trying to shit on your personality or your quirks in general. But man, it's HARD to tell when you're serious sometimes, especially when you joke report a lot for things and use the same exact tone when you're actually slaying someone. If I ever give you pushback for anything, you will tell me you're just kidding around. I almost feel trapped sometimes because I'm not sure if your report was all jokes or if I'm about to be banned for warn-threshold because of an RDM and leave. Also, last week, you damaged my health station to 1hp and then reported me for killing you for it. At that time, I didn't know there was a rule (an awful one btw) that allows innocents to damage the health station as much as they want without destroying it. However, to have a staff member borderline Tbait, report someone, and then use that opportunity to errm actually me in voice chat was a bit irritating.
Again, I know you mean well for the server and I hope you don't feel jaded if you don't get the promotion, I just think there's stuff you could work on. Fortunately, most of this can be fixed with time, experience, and not being afraid to ask questions if you aren't sure about something.

From the one time I ended up doing an oopsie, your response to it was nothing short of professional. I have seen you so many times on the server and you are model staff material. You have everything from the right am mount of speech-to-action balance, refusal strategies, and a really good character.

Before getting into the reasons for the denial, I wanted to emphasize that we appreciate having you on the team, and as you can see in the replies here there are a number of other people who enjoy having you around as well.
Last couple weeks have been significantly better, but before then some of the comments you were making in the discord and on server were pretty concerning. I am glad you are doing better, but I would like to see that continue a bit longer before adding to your plate.
For the Mod role yeah making calls on bans is important, but I think the bigger thing is directing/explaining/teaching to other staff. There is a lot of stuff you do currently know, and I have seen you explain things to lower staff.
The main issues:
1. You have improved last couple of weeks, but having an upbeat and positive attitude is important. The rest of the server and staff team will feed off of your behavior even more so as mod. I would like to see fewer instances where you fight with someone over your own reports/slays. Even if you feel the other person is 100% wrong sometimes the best thing to do especially as staff is to just slay yourself or forgive a report.
2. When applying the rules I think your staffing would improve if you directly referred to the motd/guidlines more. There are certain questions you have asked that the answer is almost directly in the rules. Check the guidlines then be confident in making the call. If its not in there and you think the behavior is still bad then suggest a rule change.
3. For Mod, having limited access to discord impedes the roll significantly more than Tmod or Trusted. Majority of bans rule discussions and etc happen there. If you are going to be responsible for lower staff, having access to all of that info when you play is pretty important. Not mandatory, but combined with the other issues becomes significant.
Again you overall are a great staff member, and the community as a whole appreciates the hours you put in. Mod is just a big and different responsibility jump compared to the other two ranks. If you have any more questions or want a deeper explanation feel free to dm me.
