Just my opinion, I know you just want to help but if you cannot stay consistent to help... There's no point of applying if you're just going to resign again. If you really really think you deserve to be back, I presume you have to show them that you're willing to stay, basically like you probably have to keep staying longer and see if they will give you another chance.

Raider you were a very good staff member, and I do badly want to see you return to staffing. However the activity is the largest issue I see. If you are serious about returning as staff, I would recommend waiting another month to get decent server activity.
