Im not sure if it is at the threshold of constant yet but its clear RDMing was the player's only intention

I've decided to permanently ban this user based on the report responses showing no remorse and the consistent RDM. Had everyone reported he would've been banned for mass but this tells me he would have done it again if he went unpunished.
