as of rn, staff can +1 or -1 responses on threads after they close, whereas normal players / community members cannot. either, allow all members to have rep on posts even after thread close, or don't allow staff to add/subtract rep on closed threads

Never knew it was set up like that, will be fixed (i think its archives)
should be fixed. The issue seemed to be that people that weren't donor+ or staff couldn't use the reputation system on threads that are in archive sections.
