Dinkleberg's GMod

Test Mods can currently change the map and gamemode without any vote. If you think of that it's sorta've crazy and a bit too much power to give a low rank. Since there's no real use for the command, I don't think it should be part of our permissions. (Plus if someone wanted to go AWOL they could temporarily mess with the server)
