This should be able to be fixed by updating the addon used for scoreboard ranks. Here's an example of what I mean;

To be honest, it's not really a big deal. I don't find it annoying. But meh, that's just me.

My issue with this is how old of an issue this is. This was fixed so long ago by the developer, and it's such an easy thing to get fixed; just update the addon.

I'm pretty sure this has been brought up before. But i do beleive it is a intentional thing that the ranks are supposed to flicker like that
