Other: I'm one-hundred percent sure its the exact player that was previously banned for refusing to change his username and other major problems.

Do you have evidence it was him though. I have seen many people with squidwads name in racist forms and that one i have seen the most. So you cant rally be certain it is him unless have good proof. He should only be banned for the offensive names unless you have evidence of ban evasion
