Consistent T-baiting and karma baiting is and has been considered trolling and even targeting depending the on the specific case.
Keyword consistent. Doing it once or twice to just fuck around should not be punished. If someone is doing it every single round to one or a few individuals, warn them to tone it down. If they don't, well then just punish for it.
