Add ability to re-open map vote window (Repost) - Nazu(s) - 11-12-2021

I'll put it in a scenario first to understand.
- You vote for a map and close the map vote window.
- You want to change the map you voted for, but can't re-open the map vote window.
Basically it would be very useful to be able to re-open the map vote window.
I was planning on bumping the original thread but it was closed, so here is the new one for any potential updates or feedback on this being added.

I haven't worked any more on this honestly I just really haven't been wanting to open gmod and actually do it these past couple weeks
I haven't forgotten about it, it's on the list of stuff to do in front of the rdm and leave bot and the bald bot
