Yes, discord is down, and you likely cannot access the Gmod server or likely any server on Discord right now.
The main Discord Twitter account give some good advice on this - it might be time to go outside.

There's no ETA in when this will be back up, generally discord tends to be up within an hour or two if it goes down.
In the meantime, use this opportunity to take a shower.

Usually not their fault, Discord writes the software, but Amazon (edit: google actually, same difference) runs the servers it runs on. It's almost as if 30% of the internet using one company for its central operations is a bad idea.. several other services were down as well

It was down bc something happened with Google's cloud server or something. They legit told us to touch grass. Anyway, discord is back up now someone close this thread!
