Changelogs for the forums so I can tell what the hell I did or broke.

Improvements to the netpen theme including.
* Formatting issues
* Removing advertisements on the main index and relocating who's online/forum statistics
* Added links to the bottom for our servers and general information
(In Progress)
*Adding logo
*Adding links to donations and discord
*Implementing gametracker sidebar

My last change log for the forums before giving up all access.
*Added Former Admin badge to better distinguish resigned admins from donor plus, and as a sign of respect for admins who were not banned or demoted from their role.
*Looks a bit unbolded due to not having the original font and pixel measurements.

* Sent Dinkleberg transparent logo to replace the current logo which has a white background
* Added Events, Tournaments, and Giveaways Category
* Updated rules, see here
* Updated Web Mod and gave @"real (2)"

* Changed "Community/Site Suggestions" forum to be "Community Suggestions" and created a new "Website Suggestions" sub forum under "Forum Stuff."
* Reworded Forum Rules to be more clear. As stated here, this was a work in progress that Laced and I would work on today. Feel free to give suggestions or feedback or other changes. See below for changes:
