It is also that you can get onto rooftops, which give you xray effect without showing yourself on Xmas Town. You can hide inside the chimney on one roof, as it has no contact points, it is an illusion basically. Several areas allow you to run outside the map rather than under it as well. As stated earlier, it isn't a TTT map, only RP, hence the lack of ammo and map travel restrictions.
As per the Innocent Motel, that is a good TTT map, with traps, hidden rooms, and even a Detective Room. It is very popular as well to the server.
That's nothing that can't be fixed fairly easily. Also, since you've mentioned several areas allow you to get outside of the map, what area besides the one on the roof of that house allows you to get out of the map?

With how the map is the creator probably didn't add in any decompile prevention. But even if you fix the various out of bounds issues the map is still trash.

The only out of bounds restriction is an invisible wall that extends from the walls surrounding the playable area. The walls also have bad clipping so you can walk on the sides of them. Basically any roof on the map allows you to get out of map and many of the hedges have random spots to fall through. With a grapple hook you can literally get out of the map from ANYWHERE. Without a grapple hook you either jump on any roof or jump on the multiple random spots you can jump on near the train. This map is ridiculously broken.
