Could be something as easy as when someone gets/requests to be inactive, they're just placed on the list and then can request to come back. While inactive they don't have powers etc. No trial period, maybe a refresher on the rules/any big changes. I think most people who want to be an admin or mod on a TTT server would be hyper aware of any changes to the rules.
I'm not sure the reasoning for keeping people on staff permanently, but I'm sure Dink has his thoughts (plus it's his server lol).

Half of the servers issue's would be solved if Dink gave Bryan Co-Owner.

I discussed with jammin of removing discord ranks until they become active and otherwise having the inactive staff role, but I don't think we ever got around to implementing that
