I think I pretty much agree with Rands summary. And it was my understanding of how it has been enforced (at least for the last year and a half.).
If I had to guess originally probably came up because someone wanted to kill an afk traitor in spawn based on the facts that the other afks were dead. They then said that well the bodies were unided.
The response would have been that you know that they didnt see the unids they were afk in spawn.
The goal of the original kill for not iding bodies rule is to allow for an inno to kill when the other player saw or "should" have seen. I think continuing to apply as is for protecting clearly afk players is the best balance.

i don't think afk players should get any special protection. it's more for everyone to have to think about, in a game that's already inundated with rules that everyone has to think about. you're already sitting out of the round long enough to have bodies pile up around you. it's not gonna kill you to sit out another minute. adding more rules and complicating existing ones doesn't make the game more enjoyable. this isn't court.
the motd is, charitably, 2100 words long. please stop adding more words.
