This is going to be completely different in terms of the direction of this post as well as the concept but I think it would ultimately be way better to just have spraytracker installed with a whitelist system and have it set so people can go on the forms and submit an application for privileged to spray after reaching about 60 hours server time!
This would open the door for way more art creativity while also not making the wrong people gain access to it.
