I wasn't there for the delay/mass/ban situation, but here is my two cents on the entire thing. A few comments to preface:
1. In my opinion, anything regarding the delay should not be included in the discussion on whether Frost should be unbanned or not. I believe even though the delay was the motivation, I don't believe the fact of whether it was or wasn't should act as a good justification for the mass. Whether there was delay or not, the mass RDM should be treated the same.
2. I don't believe Frost being well-liked or a regular should be more of a reason to support an unban. If anything, I believe that Frost being a regular actually hurts the case for an unban for me, because unlike a guest who is not familiar with our values and rules, Frost should be well aware of the rules of our community. That being said, I've had nothing but positive experiences with Frost. Aside from a few issues here and there, behavior wise they aren't a regular trouble maker so that does help.
As for the mass itself, I think a ban is a fair punishment. Maybe not a perma, but I do believe that a malicious (You say it wasn't malicious, but you killed 6 players including some proven players. These were intentional kills, so thus they are malicious) violation such as this should not go without some form of consequence. The reason a mass has such a large punishment attached to it is to act as a form of deterrent. If leniency was granted willy nilly, it would lose it's threat. As you said yourself, "If players aren't being punished for a rule set for all players, more players will start to do it". I do believe that punishment is fair, especially in a non-edge case like this.
Do I think that the delay was wrong and should have been punished? Yeah, I wasn't there for it but from my understanding a slay for delay would have been appropriate. At the same time, trying to fix a rule violation by committing a worse rule violation is 100% not okay. Still though, I think keeping a perma stuck on you for this would be silly.
One more thing, as for the "did frost even try to contact staff?" portion. You are not required to contact staff, but at the same time I personally believe you kinda should. It's a bit different if people are actively complaining about it, but sometimes staff may not realize a rule violation is happening. Speaking from my own experience, if I'm listening to music, handling reports or otherwise preoccupied I may not realize that certain rule violations are happening. We as staff try to be proactive, but we are not all-seeing and will sometimes miss things. By reaching out to the staff online, we can enforce rules that we may otherwise have not noticed were being broken. This isn't you telling us how to do our job, but rather making us aware of things that we may not be. You aren't required to do this and will never be punished for not, but by communicating issues you may see/have with staff, we are able to more effectively do our jobs and can overall make Dinks a better place.
-1 on unban, +1 to ban reduction. Personally, I think a ban reduction to either one or two weeks would be fitting, which given that the ban happened on the 24th would be either 7/31 or 8/7 respectively.
