Chat spam is only allowed, but discouraged during the pre and post round phases.
6. Do Not Flame Or Troll Players
Flaming, harassing, trolling, or targeting other players is prohibited. Offensive language (racism, sexism, etc) is NOT allowed in any form.
The reading is up to staff discretion, but I spy at least one firm instance deserving a kick, followed by a temp ban (at staff discretion) if it was continued.
There are no purple people, therefore he was not being racist. It would not be a problem if he was kicked for spamming and trolling.
