The kills in this video are not enough to ban the player for hacking.
Only 3 kills were really shown and none were suspicious enough to warrant a permanent ban for hacking.
This player should be put on watch list, but the evidence is not enough to ban them.
I will be undoing the 24 hr ban for insufficient evidence.
The screen shot of kill is inconclusive as well, as anybody can get high kills on certain maps.
