Based on the similarity in vocal intonations and the prior history of eugenics (STEAM_0:0:136838426) alt evading a ban, I would say that the likelihood of the two being the same person is quite high - the relatively new (2 month old) steam account also reeks of alt.

Player has been permanently banned for alt evasion and has been directed here for relief.
