Currently with the new Halloween 2018 Crate there is an issue. Green marked items sell for 13 Premium points, usually hats you find in the Hat Crate, along with Fairy Wings.
Blue value items, such as extremely hard to get skins in a normal Model crate, are valued at 11 Premium points for selling.
I don't have the values of Ghost or Catwoman to check, but shouldn't Blue items that are more rare than Green, also be high in price? Should perhaps the items be marked in rarity as they are priced, with higher price being more rare?
