Other: Just watch the clip. He was blatantly softlocking on players, and has a brief history of hacking. Especially having logged bans for hacking on PH. Apart from hacking, he was being very disruptive and trolling in voice chat. Pretty sure with a hacking ban on PH, should warrant a community ban.
