If you look at report numbers you can see it had been 2 rounds and he still refused to answer the report, so it's pretty safe to say he left. And if they were AFK so it was just sitting on their screen and came back Mini would have either 1. Not even made the ban request, or 2. Taken this down before a mod could have even gotten to it.

You can also look in old logs and see if player count shows the player over the course of the 2 rounds after that
