Think about it like real life, when you have a business and employees are having staff meetings either about someone getting promoted/demoted, or whether or not "this guy did that"
regardless they keep it inside that meeting and don't let the whole public know everything that goes on, until further notice. Also, let's say I'm a new employee, and my manager/bosses are talking and even tho I work there, they still have private meetings about there staff and again, they don't often let their employees or the public know.
