I am voting a no.
This can cause hella RDM. Is it that hard to tell a person warnings and then KOS on overtime? But if that person is doing it every round on purpose, then probably it's harassing if they don't stop after you ask them nicely because eventually it could consider targeting. But either way, I doubt its that hard to give less RDM and more overtime rule for RDM cancellation. :D
