First I would like to point to two other threads on this same topic that have some insightful information (not to mention if you search sprays on the forums there are other threads that cover this topic):

I am going to stick with my stance from the second thread I posted there. I personally never want to see sprays on the servers again. The Gmod exploit with sprays as far as Im aware was never fixed, and causes a security issue for players. The addon versions for sprays fix that exploit but Im still highly against the addon.
From what I've experienced staffing elsewhere with a server that allowed sprays through an addon, the system was far from perfect. While that addon used imgur images to provide the spray, there was still a LOT of instances of porn/gore/etc. Even with addons that show the Steamid/name of the user, you would still have to track down where people report seeing an inappropriate spray by either getting there in game or spectating to find where they spray it (imo a waste of staff's time). It gets tricky with underage staff as well (which there are a handful of them) when it comes to collecting "evidence" of said inappropriate sprays because not only is that person exposing underage players/staff to those things, you're asking underage staff to provide "evidence" of inappropriate sprays. Furthermore, the issue of grey areas and discretion are a pain to handle as well because what one person finds ok others may not (this was a major issue on the other servers I've staffed because the regular players/donors decided to see how far they could push boundaries). And note I won't go into the issues of dealing with CP sprays because that's a whole separate mess to handle (one that needs to be handled very carefully).
Tldr; exploits with the gmod system and issues with the addon system that make sprays a hassle.
