This is definitely not enough evidence to warrant a ban. Just because their crosshairs don't line up when you spectate them doesn't mean they're hacking. Spectating in Gmod is not completely accurate. If more evidence comes forward, then an actual ban could take place. However at this time there is not enough at all.
