in a comment on a staff app does not effect their rep, it is only if you click the +/- icon on the sidebar of the post.
The +1/-1 comments in posts are used to basically "vote" on if someone is a reasonable choice to be considered for becoming staff

This, and anyone can comment with that for a vote on a staff app. Also, don't expect uniformity on how TTT servers are run, each one is unique.
