I know it's hard, especially if you're coming from a different server with different rules, but please try not to kill based on assumptions. Instead of shooting & killing that guy right away, here's what you should do in that scenario:
What you didn't see was that he was shooting at someone else that had shot him first. What you also didn't see is that the person that picked the fight with him escaped before dying. Those are things you could have discovered following the steps above instead.
While I agree that this is a report that would be best if forgiven, and the majority of the time there wouldn't even be a report for something that was that close, it is still against the rules. I also understand that this sort of thing feels like an intuitive kill and people are going to continue to kill like this moving forward - it's just unavoidable. I just ask that you try to be a bit more patient in the moment if possible, and if not, at least be as diplomatic as possible during the report process.
Also just as a side note, I'm pretty confident that that particular rule was not changed between the old MOTD and the current MOTD.
- Call sus right away
- Remain on guard & ready for a fight
- Ask what just happened (because sometimes there's a good reason to behave like that)
- Visit the crime scene and look for unID'd bodies
