The old maps we don't play are often sometimes the best ones, like Icebreaker, a great map we see once a month.

That map is fucking trash and has terrible optimization what are you talking about

Other than that though, I think the mapvote cooldown is fine as it is now. The purpose of it isn't to make every overplayed map basically nonexistent, it's to allow other maps that don't get as much of a chance to actually be played. Let it run for a month or so, and we'll see what we can do.
