The wand does no direct damage, and is not listed as a map-specific reason to KOS. Therefore, it falls into a gray area in the rules, where despite being annoying, it isn't explicitly KOSable.

Carrying any map-specific item that can damage or harm players, whether they be a T trap or prop weapon.

The wand is a prop weapon that harms players by trapping them indefinitely over the course of a round.
