My opinion is spelling out a few clarifications couldn't hurt things.
I had a situation recently where two players were RDMing every round, and a staff member was online, but was AFK. I didn't want to donor-abuse, so I let them continue until the staff member was moved to spec automatically. At that point I kicked the naughties.
I would recommend the following changes be made, to help clarify a donor's role in certain situations
Disciplinary Commands:
[*]These powers should only be used if
[*]!gag - !gag <player name>
[*]!mute - !mute <playername>
[*]!kick- !kick <playername> <reason>
[*]These powers should only be used if
- The target is someone you know and is in on the joke. You will be punished if they do not want to be a target.
- There is a legitimate reason to use your powers (ex. CHANGE TO: someone is screaming or using slurs)
- ADD: Staff are unable to handle the issue (ex. no staff online/are AFK or incident happening in spectator while staff alive)
[*]!gag - !gag <player name>
- mutes the players microphone
- !ungag to remove
- ADD: Do not ungag yourself (or another player) when a staff member or donor does the gag (except for joke gags)
[*]!mute - !mute <playername>
- stops player from typing in chat (does not affect radio binds or asay/psay)
- !unmute to remove
- ADD: Do not unmute yourself (or another player) when a staff member or donor does the mute (except for joke mutes)
[*]!kick- !kick <playername> <reason>
- Don't kick people unless they are MassRDMing. or they are consistently RDMing.
- kicks player from server
- Add: Only kick people if staff are not online or are AFK
- Utility Commands:
- Used for game function
- !vote - !vote <vote name/question><option 1><option 2> etc
- starts a server vote
- see Guidelines above
- SUGGESTION: Frankly, an example of how to use the vote function may be helpful for noobs like me. But guideline wise this is clear enough

- !queue
- queues a song for the end of the round
- must have a url that ends in .mp3
- DO NOT queue songs that are too loud, overly racist, bigotrist, or play any +18 plus content (ie: moaning, audio from porn, etc...)
- ADD: Donor is responsible for the music they queue. If another player asks to have a song queued, play it before queueing to ensure it follows the guidelines.
