I think Koshka makes some good points but something else that can be mentioned is your carried away attitude with joking about other server members (i.e. saying statements like "All  TTT Players are racist."


Take some more time and develop. You'll be a fantastic test mod but I think now isn't the time for your promotion.

I don’t think this should be held against him considering how TTT staff and players are constantly ripping on PH. 

I don’t play PH or even interact with this guy, but some of the -1 reasonings seem weak compared to other applications I have seen.
